Austria, Italy and France have always attracted financially independent immigrants from third countries. Moreover, we are talking about representatives of the "middle class" who have the funds for living in the new territory without contacting the authorities on issues of employment and social support. As a rule, this is a respectable public, ready to spend money in the country and not setting the task of improving their financial situation as a result of immigration.
A very common question is: in which of the following countries is it easiest to obtain a residence permit, and then maintain it until obtaining permanent residence status?
We will try to give an answer to it, without going into the details of the processes of preparing documents and the subtleties of immigration laws.
In all countries, the cornerstones of programs are:
“Roof over head” at the disposal of the applicant (members of his family) for a long period,
sufficient finances for the residence of the applicant (and members of his family) during the validity of the residence permit,
medical insurance covering the risks of medical care for all family members during their stay in the country.
The main difference between the programs is as follows:
in Austria - the number of residence permits is limited by quota (about 400); each region receives a certain number of quotas annually; quotas are allocated to each applicant personally, and whoever submitted the documents earlier (at the time of adoption of the dossier by the authorities) receives the quota; documents begin to be accepted on the first working day of the new year; availability of funds at the time of filing documents on the account of the main applicant is of fundamental importance; medical insurance should cover all medical risks; language requirements are obliged. The residence permit is initially issued for 1 year, then extended for 1 year, after which it is extended for another 3 years. Permanent residence status can be obtained after 5 years, subject to passing the language exam at level B1.
in Italy - documented passive income received outside the country should be demonstrated. The amount of income is estimated for a period of at least 1 year prior to the filing of documents. Health insurance should cover (usually) hospital care for all family members. A residence permit is issued for a period of one year to two years (regulated locally). Permanent residence status can be obtained after 5 years, subject to passing the language exam at level A2.
in France - it is necessary to correctly formulate the objectives of obtaining a visa; the availability of funds in the account of the main applicant at the time of submission of documents must be confirmed; health insurance requirements are minimal. Formally, a visitor’s visa is not a residence permit, but makes it possible to live 365 days a year in France. A residence permit card (carte de sejour) can be obtained one year later (after obtaining a visa) and requires an annual renewal. Permanent residence status can be obtained after 5 years, subject to passing the language exam at level A2.
